Everything that the government does is supposed to have a paper trail, not only because it is required by the law, but also because it is through this paper trail that the community become aware of the things that the government had done, and since the government is supposed to answer to the public, it is but common sense that the public should always be aware of the things that the government is doing and that the government has done. Public records like Placer County Public Records exist because they are the most efficient way that the public could be made aware of the things that has been done.

Public records are, as the name implies, public. This means that any person may make the request for them at any given time and for whatever reason, though note that it is possible that there are some records that would contain information that is deemed to be sensitive and, thus, not available to the public. Theoretically, such records would be few and far between, but take note that they do exist and if they do, then the law would define the people who would be able to make the request for the same. Note as well that these records do not come free, so while a person may be tempted to request for as much copies as possible, all requests would still have to be paid.

Public records are also official records in the sense that whatever is written on them would be considered to be true and accurate at all times. This presumption of regularity works only if the records were obtained from the official sources and it is not conclusive enough that it could not be overturned through the use of competent evidence, but one bear in mind that such a burden would fall on the party who would claim that the records are false. It must also be stressed that public records could only prove that which is written on their faces and nothing else. Thus, if what is being sought to prove does not appear on the face of the record, then the record could not prove it.

Copies of the records are usually available from the place that had made the record unless the law identifies a particular office that is the official custodian of the said records, and in that case, then the records may only be requested from that place. The procedure would typically depend on the office where the request would be made, but in general, request are made at the local level which means that the procedure that they would follow would either be to make the request in person or to make the request through mail. Note that both would have their own inherent set of advantages and disadvantages.

Placer County Public Records may also be requested online through the use of online databases. These online archives contain information that would be substantially similar to that which may be found from the official archives, but take note that because they are not official sources, any and all information that may be found from these archives would not enjoy the presumption of regularity.
